I highly doubt it. The helmets used by the teutonic order were highly decorated, and the horns were of real animals most of the time. I think it's just a syncretism of a lot of different cultural elements.
This photo was taken at a fun fair, I hear? Well, from the way that I'm seeing it, I think this picture is telling me that it was taken at an armoury, even if the helmets do appear too smooth to be made in an armoury! :'D
Are these helms of different cultures? the closest one to the viewer on the top rack looks like a Scandinavian type to me, and the three with cheek guards look Roman or Greek, but I don't know the rest.
